The Act also aims to ensure digital transparency through biometric systems, Advance Passenger Information (API), and Passenger Name Record (PNR) data collection\u2014bringing India\u2019s border control operations in line with global standards observed in the United States, the European Union, and Australia.<\/p>

At the heart of the new framework lies the Bureau of Immigration (BoI), a central authority responsible for visa issuance, border management, foreigner supervision, and enforcement of immigration laws. The Bureau functions under the direct control of the Central Government and is staffed by Chief Immigration Officers, Immigration Officers, and Registration Officers across all authorised entry and exit points, whether by air, sea, or land. The establishment of this Bureau not only enhances coordination but also ensures that India\u2019s immigration management is backed by a professional, trained, and accountable institutional mechanism. Penalties for non-compliance are stringent\u2014\u20b950,000 for failure to provide required data and \u20b92\u20135 lakh for transporting undocumented passengers. Police officers (Head Constable and above) can arrest without warrant. Certain minor offences may be compounded monetarily before trial, but repeat offenders are excluded from this provision.<\/p>
