For example, Home Affairs currently publishes separate processing information for subclass 189 applications under Direction 122.

Australia is targeting lower Net Overseas Migration

The broader migration reform package is also linked to the Australian Government’s forecasts for Net Overseas Migration.

The Government has stated that the current forecast is 2026–27 → 245,000
2027–28 → 225,000

These figures relate to Net Overseas Migration, rather than being a simple annual cap on every individual visa program. Applicants should therefore avoid interpreting the figures as a direct limit on skilled, student or visitor visa applications.

Changes to student visas and dependants

The Government has also announced measures aimed at addressing what it describes as visa hopping and strengthening the integrity of the student visa system.

One announced measure is to restrict secondary applicants on most student visas.

For prospective international students, this means family-dependant arrangements should be checked carefully before planning a move to Australia. The announced reforms are being progressively implemented, and applicants should rely on the commencement dates published by Home Affairs rather than assuming that every announced measure is already operational.

Visitor visas and onshore visa changes

Another announced reform is the introduction of a No Further Stay condition on all visitor visas, intended to ensure visitor visas are used for genuine visits rather than as a pathway to extending a person’s stay in Australia.

The Government has also identified measures addressing visa hopping, including situations where people move between temporary visa pathways without meeting the requirements for longer-term migration.

These reforms form part of a broader package that Home Affairs says will be progressively rolled out over the next 12 months.

Stronger compliance and migration-agent scrutiny

The Government has also announced stronger compliance measures aimed at people who remain in Australia without a valid visa.

Another part of the reform package focuses on migration agents who knowingly support applications that do not have merit.

For applicants, this reinforces the importance of submitting genuine, complete and properly supported applications and obtaining advice from an appropriately authorised immigration professional where required.

What Indian applicants should review

Indian students, skilled professionals and sponsored applicants considering Australia should pay particular attention to the changes.

Before lodging an application, it is useful to review:

Whether your occupation falls within a current priority sector

Which visa subclass is appropriate for your circumstances

Whether you are applying from inside or outside Australia

Whether family members are included in the application

Your skills assessment and employment evidence

Employer sponsorship requirements, where applicable

Current student dependant rules

Any conditions attached to your existing visa

Whether a proposed onshore pathway is currently available

A change in processing priority does not necessarily change the underlying eligibility requirements of the visa. It can, however, affect the order in which an application is considered.

What applicants should do now

Australia’s migration system is currently undergoing several changes at the same time. Some measures are already operational, while others announced in September are being introduced progressively.

For this reason, applicants should distinguish between:

Already effective: Ministerial Directions 121 and 122 for relevant skilled visa processing priorities from 19 September 2026.

Progressively being implemented: Wider measures involving student dependants, visitor visa conditions, visa hopping, compliance and other migration settings.

Australia immigration profile assessment

If you are planning to study, obtain employer sponsorship or pursue skilled migration to Australia, your occupation, experience, visa pathway, location and family circumstances can all affect the options available to you.

Australia has announced a significant new phase of migration reform, with changes affecting skilled migration, student visas, visitor visas and migration compliance.
